Changes to API rate limits

Here at FraudGuard we continue to add significant numbers of new customers each day. With this ongoing growth in our user base we've also decided to lift some of our temporary grace periods and begin strictly enforcing our API rate limiting, particularly for our unpaid users.

Any users running on trial or on any paid plan will simply continue to get email notifications for exceeding their allotment of API requests per month. On the other hand any unpaid users running on the Hacker plan will start to to see a status code of 429 returned to each request starting on February 12, 2020 once you've exceeded your 1,000 API requests per month.
